A memorial signed by nearly two thousand naturalized citizens of Philadelphia and its vicinity, has been forwarded to congress, mentioning the proclamation of the British Prince Regent, proscribing naturalized Americans; stating, on the authority of the gallant colonel Chrystie, that thirty of such Americans, principally Irishmen, captured at the battle of Queenston, were refused to be exchanged by the enemy; and praying that Congress may vest in the President plenary powers to retaliate on the enemy's subjects for any naturalized Americans whom they may treat as traitors.
