SPECIAL ELECTION EXPENSES.
The State Controller Wants the Original Bills.

State Controller Hallock requests County Clerk Dunn to send him the original bills presented to and allowed by the Board of County Commissioners for expenses of the special election. As the Clerk has no authority to send the bills, which are a part of the records of the office, he could not comply with the Controller's request until authorized by the Board of Commissioners to do so. The act appropriating $15,000 to defray the expenses of the election only required the Chairman of the Board of Commissioners to certify the amount to the State Controller, and directed that official to draw his warrant for the amount, but the Controller goes further than the act and requires the original bills for presentation to the State Board of Examiners. It is possible and very probable if the State Controller can find any excuse for not issuing warrants, the counties will have to pay the expenses of the election.
