Mr. Madison's regard for the Militia.
The New-Hampshire papers mention that the drafted militia of that State which had been called out for the defence of Portsmouth and the U. S ships and property there, after faithfully serving out their tour of duty have returned home unpaid. Many of them were destitute of money and dependent on their friends and the liberality of the inhabitants in the towns through which they passed for support, in returning to the places of their abode. The Paymaster offered them Exchequer Bills or Certificates, promising payment when in funds; but this sort of payment was generally refused.
What enemies to the militia Gov. STRONG and the federalists are, for not being desirous of putting them under the U S. Will not all the militia of this State next year lay aside party feelings, and unite in the election of a Madisonian Gov. "tor, that they may not be deprived, by a "tory" Governor, of the privilege of being turned over to the General Government.
