From papers which we have been favoured with by captain Davis, of the ship Arctic from Grenada we observe that the blockade (so to speak) of Martinique and Guadaloupe had been formed, but it does not appear to have been extended to vessels coming from those islands. All the orders of the British council, issued in November, had been received and were published. When the intelligence of the Embargo was received in Barbados, it was considered as the first step towards a war, but that opinion was subsiding fast, it was however the cause of a temporary embargo on American vessels, and of others being detained.

The account of the defeat of the Rochfort squadron comes in rather a questionable shape, and does not deserve credit. The account that admiral Berkeley was appointed to command on the Jamaica station, is incorrect, as much later accounts from Bermuda state that he was to sail immediately for England.
