The World, editorially, is in favor of the Administration accepting the proposition of Napoleon, and concludes its leading article thus: "It would seem, therefore, to be our signal duty to prepare ourselves as rapidly and as calmly as becomes a great people, for the fresh complications which a foreign recognition of the Confederate States must inevitably introduce into the struggle we are sustaining."

Let no good citizen be deluded by rumors of peace, however plausible, into planting other than a full provision crop. The breadstuffs will command paying prices whether we have peace or war this year.

It is stated that the Emperor's proposition for an American Congress was considered by Mr. Slidell and other Southerners in Paris to be entirely inadmissible.
