CONNECTICUT LEGISLATURE.

May Session, 1845.

Reported for the Hartford Daily Times.

Saturday Morning, May 31.

Prayer by the Rev. Mr. Sprague. Journal read.

Petition of B. S. Galpin and others, for a Railroad; referred to Railroad Committee.

State Prison Committee reported adversely on the petition of Allen W. Thorp, for restoration of forfeited rights; Pardon Jones, for discharge; George Karn, for discharge; Wm. J. Parker, for restoration of forfeited rights; and they severally had leave to withdraw.

School Fund Commissioner reported favorably on petitions of the 1st School Society of Woodstock, 1st Society of Canterbury, School Society, Wolcottville, 4th District 2d Society of Stafford, 5th District Reading, and South and West Districts of Chester, for school money—they not having made legal returns. The several dividends to which they were entitled allowed them, by special resolution.

Petition of E. Bishop, of Stamford, for certain privileges with the waters of Old Creek, in aid of his artificial canal, near Stamford, taken up. The committees reported favorably. Mr. Perkins opposed the resolution granting the petition.

Report of Committee taken up on the petition of Henry Schoolmaker and others, for an act of incorporation establishing the "Enfield Manufacturing Company," with a capital of $100,000. The Report of the Committee was favorable to the petition.

Mr. Strong, of Norwich, opposed the measure. He considered it dangerous legislation. We have already a general law upon this subject, and he believed it was a good and a salutary law. It was better and safer than the special act now before the House, for under the general law the affairs of the company could be known by the Legislature.

Mr. Converse, of Enfield, said the object of the special act in this case was to enable a citizen of another State to hold stock. The business was already in operation, and it was desirable to increase it by aid of this act.

After a long debate in which Messrs. Beardsley, Atkins, Perkins, Converse, Strong, Steele, Adams, Essex, Dixon, Curtiss, Rockwell, Welles and L'Hommedieu participated, The question was taken by yeas and nays, and the resolution granting the special act was rejected by a vote of 130 to 17.

Resolution appointing an Assistant Commissioner of the School Fund, with a salary of $1,000 per annum, and expenses while absent on the business of his office; read and ordered to be printed.

An act, relating to voting in towns; read twice and referred to Judiciary Committee.

Resolution directing the Bank Committee to report a bill repealing the charter of the Whaling Bank, of New London, or such provisions as they may deem proper, to punish the abuses of that Bank, complained of by the Bank Committee.

After some further remarks, it was laid upon the table.

On report of the Judiciary Committee, John W. Knapp of Stamford had leave to withdraw his petition for a confirmation of the sale of real estate.

State Prison Committee reported in favor of releasing Horatio Terrill, and the resolution releasing him was laid upon the table.

Act concerning taxing of costs; read twice and referred to committee on Jails.

Judiciary Committee reported adversely on the bill relative to conservators, and it was negatived.

Vote passed, that when the House adjourn on and after Monday next, it do so to meet at 2 o'clock, P. M.

Resolution establishing the Western School District in Branford; passed.

Committee on the Judiciary, reported the bill with an amendment, concerning the taking of depositions; bill read twice and ordered to be printed.

Same Committee reported a bill, relative to the erection of workhouses, &c.; read and ordered to be printed.

Several military commissions, issued during the recess of the legislature; confirmed.

Judiciary Committee reported adversely on the bill relative to ten pin alleys, and it was rejected.

Communication from Governor, enclosing a letter from inhabitants of Nauvoo, claiming that they have been persecuted, and in effect disfranchised. They recapitulate their wrongs, and ask if they may have an asylum in Connecticut. The Governor remarked that probably no legislative action was necessary; referred to the Committee on "Federal Relations."

The Senate requested a committee of conference on the bill incorporating the Enfield Manufacturing Company, and Messrs. Baldwin and Rockwell were appointed on the part of the House.

Resolution appointing Justices of the Peace for Hartford county, read. Mr. Olney moved that the name of Levi Barnes be added, and remarked that it was once upon the bill in county meeting, but was stricken off at a time when both of the representatives from Southington, were absent. Mr. Barnes was a capable and worthy man, and a justice was needed in the section where he lived. Messrs. Perkins and Atkins opposed the motion, and it was negatived. The bill was passed.

Committee of Conference appointed on the subject of printing the Journal of the Senate, viz: Messrs. Curtiss and Kellogg.

Resolution passed referring so much of the Governor's Message as relates to mechanical pursuits in the State Prison, to the Committee on State Prison.

Report of the Committee on the savings Banks reports, accepted with the Reports of the Banks.

Mills, Norfolk; Henry B. Graves, Plymouth; Aaron W. Fenn, Roxbury; Charles F. Sedgwick, Sharon; Daniel B. Brinsmade, Washington; Holbrook Curtiss, Watertown; Gideon Hall, Jr., Winchester; Thomas Bull, Waterbury.

Resolution appointing Justices of the Peace for Litchfield County, also passed.

Resolution appointing the following Bank Directors, viz: Farmers' and Mechanics Banks, Ellery Hills and Charles Boswell; Exchange Bank, Edson Fessenden and Junius S. Morgan; Hartford Bank, Jas. M. Bunce; Phonix Bank, Horace Freeman and Philip Ripley—laid on the table.

Committee on Education reported a resolution appropriating $1000 to pay for arranging and binding the manuscripts in the Connecticut Historical Society—came from the Senate, passed; in the House it was read twice.

Committee reported favorably on petition of J. Brom and others, for a new school district (No. 13) in Bristol; resolution establishing said district laid upon the table.

Committee on petition for a new town, to be taken from Washington, Kent and New Milford, reported adversely; petitioners had leave to withdraw.

Bill relative to building, so as to injure the lights of neighbors; referred to Judiciary Committee.

Bill concerning the firing of arms in New Haven; referred to committee on Incorporations other than Banks.

Bills for the protection of yards and gardens, and relative to theatrical exhibitions; referred to Judiciary Committee.

Adjourned to 10 o'clock Monday morning.
