General Smith of Md. was absent from the Senate on business of importance when the final vote was taken on the licence bill. We understand that he voted in committee in favor of that bill, as well as of all the tax bills. This explanation is due to the correct understanding of the sentiments of a member of the Senate on vitally important subjects, whose absence during the consideration of the bill against licences was noted in the Senatorial proceedings.
