Inhuman Horse-Owners Are Brought Up With a Turn
Humane Officer Ridgway this morning swore out two warrants for the arrest of men who during the present storm are said to have provided no shelter for their horses and livestock. John Browning and Jerry Mangin are the defendants, and they will be tried under the state law for cruelty to animals.
Upon information received yesterday, Officer Ridgway went to Minor avenue and Marion street and found six horses tied up without a particle of shelter. They had been out all night, and snow had accumulated several inches deep on their backs. They were almost frozen. The humane officer is a little man, but he managed to get all six animals to a good warm barn, where they were properly attended to.
Later in the day a complaint came in that some horses and cows were suffering at Twenty-fifth avenue and Madison street. There he found two horses and three cows, owned by Jerry Mangin, suffering from cold and exposure. They were also put in a barn and taken care of.
The state law provides a penalty for persons who do not provide shelter for their animals, and these two men will be prosecuted.
