Colonel Riva Aquera, President of the Government of Peru, is very popular and making great exertions to defend Lima should Royal troops advance. Royalist forces under General Canterac estimated at 7000 men, within forty leagues of capital. Patriots have 6000 troops besides 700 just arrived from Bolivia. Bolivar ordered 3000 men embarked for Callao, 3000 sailed 17th March, 700 arrived Callao 1st-5th April. Government invited Bolivar to command whole forces of Peru, expected to accept. Peruvian squadron under Admiral Guise sailed about 25th March for Arica to blockade coast.
