Keynote Speech Declares Rapidly Rising Prices for Life Necessities Due to High Protective Tariff Stifling Competition.

TAFT VETO STOPPED RELIEF MEASURE

But for Action of President People's Burdens Would Be Lightened by Action of Democratic Congress.

BALTIMORE, June 25—In his keynote speech today Chairman Parker said:

"We meet while the hills yet echo with wild cries of liar, thief and traitor and furious wails of fraud, bribery, corruption and treachery and ears are weary with the din of the articulate shrieking and passionate villifications of the most shameful brawl of political history. Our candidates, however, without exception, are men of such lofty mien that we meet immune from the distemper which seized the Chicago convention and are privileged to discharge a solemn public duty calmly, deliberately and seriously.

"The cause of government by the people the world over has been materially checked by the disgraceful brawl which terminated in the deadlock at Chicago. Every good citizen has been put to shame by the brutality and abuse which characterized the wrangle between the president and ex-president. Gratitude, friendship, party loyalty, patriotism and common decency were forgotten in the tussle.

"In this great country, which boasts of wealth of $130,000,000,000 as against eighty billion for Great Britain, sixty-five billion for France, sixty billion for Germany. We are conscious that a too large part of our wealth has been seized by a small percentage out of the population, that the cost of living rises faster than the available income and the principal cause for this is found in a tariff which protects combinations in restraining trade and stifles competition which came under republican rule.

"The outcome of this was a democratic house under sagacious democratic leadership and many bills were passed to relieve the people's burdens, but the president's use of the veto power has postponed the hour when the people will enter into the enjoyment of this relief. All honor to the democratic house which stood for the good of the nation as a whole, and prevented the repeal of the reciprocity act, thus leaving the door to Canada open if the president and people shall elect to accept our proposal.

It is evident therefore, that relief can come only through the election of a democratic president and congress.
