Yesterday, was the time assigned for the meeting of Congress.
Capt. Rice arrived here in the ship Mary, 39 days from Hamburgh, which place he left the 29th March, says, a report prevailed there that the misunderstanding between the United States and the French Republic would be amicably settled, that it was probable Mr. Pinckney would yet be received, that the decree of the French Directory of the 2d of March, was in circulation at Hamburgh, after the arrival of which insurance on American vessels, (which before they did not care to do at any rate) was done for 4 to 5 per cent. We have authority from Capt. Rice to assert, that notwithstanding the many vague reports, said to be brought by him, that he knows of nothing further, neither has he reported any thing more since his arrival here.
