RIO JANEIRO.

Accounts have been received at Norfolk, that Prince Don Pedro had compelled the whole of the Portuguese army, at Rio, to embark for Europe. As the troops expected from Portugal had not arrived, the place was without any military or naval force, except a frigate, which was at the disposal of the Prince. The inhabitants are represented to be highly satisfied with his mode of proceeding, which had had the effect of removing all petty differences, and uniting those who were formerly opposed to each other.
