The new Constitution of Texas will contain some excellent provisions. One section (introduced by H. G. Runnels, formerly of this State,) prohibits the creation, renewal, or extension of any corporate body with banking or discounting privileges. Another section prohibits the Legislature from borrowing money to any sum exceeding $100,000, except in case of war, invasion or insurrection.

We are glad to learn from this that Gov. Runnels has returned to his first love, and is now a hard-money, anti-bonding Democrat. He is acquiring great popularity, and is spoken of as a candidate for Governor of the new State.
