Winborne Denies Discrimination In N. C. Freight Rate

Raleigh, Oct. 23 (AP)-State Utilities Commissioner Stanley Winborne denied today North Carolina's new intrastate class freight rates are discriminatory, as charged by carriers in a recent petition to the Interstate Commerce Commission for increase of the tariffs.

"We do not deny that rates may be lower within the State since the change, but we challenge the statement that North Carolina's intrastate rates are any lower than other states". Winborne said. He added the Utilities Commission would confer with the I. C. C. before the hearing on the petition.

The carriers said in their petition the new rates caused "undue and unreasonable preference and prejudice as between persons and localities in intrastate commerce in North Carolina on one hand and interstate commerce on the other hand, bringing undue, unreasonable and unjust discrimination against interstate commerce."

Following a hearing last spring, the commission granted a 7.8 percent reduction in intrastate class freight rates.
