AUGUSTA, FEB. 10.—A number of the Citizens of Hallowell, who are exempt from military duty, have agreed to arm and equip themselves immediately, and to hold themselves in readiness at a moment's warning to defend their rights and liberties against the attacks of foreign or domestic tyrants.
