If it be asked, why has this fresh insult been offered, the answer is easy, because there was not force to prevent it. The proclamation of the President has not been seconded by the necessary provisions for carrying it into effect.
Had the proposal for building two hundred gun-boats (each carrying at least a 24 pounder) been agreed to by Congress, neither the Driver sloop nor any other vessel of war dared have entered the waters of the United States without permission. But as to fortifications, a vessel of war cares nothing about them. She can always keep out of the reach of their guns, or with a brisk wind and tide can run past them in a few minutes.
