Naval—Petropoloski to Be Blockaded.—The Polynesian says H. B. M.'s screw corvette Brisk, 13 guns, Captain Curtis, arrived at Honolulu from Callao on the 14th April. On the 16th, she got up steam and towed the Dido out, which has gone to blockade Petropoloski. On the 17th, H. B. M.'s frigate Alceste, 50 guns, arrived from Callao, and came to anchor outside. She sailed again on the 20th—destination not publicly known. The frigate President, Admiral Bruce, sailed on Wednesday morning, April 18th, and the Brisk in the afternoon of the same day, bound to the northward.
The Hawaiian Legislature was in session, and was rapidly disposing of the business before it. A bill has been introduced into the House of Representatives to permit the manufacture of wine upon the Islands.

The Natives Fast Disappearing. Chief Justice Lee, in his report to the Legislature, says: "First. I would call your attention to those evils which threaten speedy destruction to the Hawaiian race. Such are licentiousness, drunkenness, and the transportation of our men out of the kingdom to die on foreign shores. These are great and increasing evils, and such as directly assail the national existence. Drunkenness is at work, and prostrates not a few. In Honolulu, during the last year it has been fearful, and it has extended to a class it never reached before—the staid, sober, middle class, who have been and still are the hope of the nation. Added to these losses is that of our young men, who go to sea in ships and never return, being left destitute in foreign countries to die of want and neglect. Every year we are diminishing in numbers, every day we are wasting away, and breathing shorter and fainter. The history of the past teaches us the events of the future, and if we will not read and heed its lessons, nothing can avert our impending destruction."
