An Improper Representative.—If the Washington correspondent of the Cincinnati Gazette tells the truth, General Rosecrans is not a proper person to send out as minister to Mexico. The correspondent writes: "Lower California is already virtually in the possession of American citizens through purchase. The company is a large one. General Rosecrans himself represents a company of capitalists very largely interested in mineral lands along the Mexican border. Aside from this company there are others which have prospected the mining regions of North Mexico, and which desire to operate largely there the moment civil rule is assured. A company of prominent railroad men have surveyed a route for a road southwardly from Albuquerque to a point near the border, thence westwardly along the boundary to the Colorado river, near its mouth, and on to the coast of California. The company expects by such a road to control all the trade of Northwestern Mexico. As the candidate of men representing such interests, General Rosecrans was appointed by the President." Is it proper to have the nation represented in Mexico by a minister who is privately interested in Mexican mining speculations?
