Vermont. The House of Representatives on the 22d ult., rejected the resolutions of Mr. Partridge, on vested rights, by a vote of 120 to 80. These resolutions were of similar import to those which passed the N. H. Legislature at the last session, declaring the right of the Legislature to repeal charters, annul contracts, and to do whatsoever whim or caprice might dictate—in effect denying that the citizen possesses any rights. Mr. Partridge, it seems, could not bring the party in Vermont even, to support his destructive doctrines. The Tory notions of Banking we perceive, met with quite as little favor; scarcely a majority of the party in the House being found to support the resolutions of the Tory leaders; and so it is with all the measures which the Tories elsewhere seem anxious to introduce. Locofocoism alias Toryism nor any of the ultraisms which are to work so many disadvantages to the people, and so many advantages to the self constituted leaders, can never be made to go down with the yeomanry of the Green Mountains. True democracy has too deep root in the intelligent minds of the Green Mountain boys, for that.
