Since M. de Bussy's return, Several Councils have been held, at the rising of which couriers were sent to different foreign courts, particularly to Vienna and Madrid: but the subject of their dispatches is kept secret. Mean while it is asserted with confidence, that the Catholic King is sincerely disposed to join his marine forces with ours, to reconquer the colonies which the English have taken from us, and to alarm their coasts. It is in consequence of this, that the artificers are working with the utmost diligence in all the dock yards of Spain; and tho' their marine be on a good footing, we are assured that his Catholic Majesty is negotiating at Stockholm for the purchase or loan of sixteen Swedish ships of war.
The president Ogier, in his last letters, also gives hopes of obtaining near the same number from the court of Copenhagen; So that we may flatter ourselves, that we shall be able next spring not only to make head against the English by sea, but also to execute the project that has been long on the carpet, of making a descent in Scotland.
A vast number of copies of the account of the late negotiation, are printing at the Louvre, to send to all the courts of Europe, to shew the hard terms England wanted to impose on us.
