March 16. To the intelligence we gave on Monday, of the almost certainty of war upon the continent, we are now to add, and give as an incontrovertible fact, that there is an extreme jealousy in the court of France of the Emperor, whom that court suspects of forming designs injurious to the interests of France. The Emperor is now stationing his forces in such a manner, as to make the French Cabinet think it necessary to form an army of observation immediately. The Emperor's schemes are supposed to be on Bavaria, and on some part of the Netherlands, as well as on the Dutch. The Empress of Russia he considers as being friendly to his views--France therefore certainly looks upon him with a jealous, at least, if not with a hostile eye. On this principle: France has supported Holland against him. The King of Prussia is no less jealous of the Emperor than France. The navigation of the Scheldt is suspected to form but a part of the Emperor's plans; but as he refuses to give up his claims to that point, it will undoubtedly become the immediate and ostensible cause of war. His last answer to the States, which is said to have terminated the negociations for an accommodation, is considered in France as well as Holland to be equally unjust and insulting: It was, that he demanded an entire surrender of the navigation of the Scheldt, and a deputation, consisting of some of the principal persons in Holland, to wait on him at Vienna, and there publickly to make the most humiliating marks of contrition and sorrow, and to ask his pardon for the affront offered to his flag. The latter part of this demand is similar to that made by Lewis XIVth, of the magistrates of Genoa; It will never be consented to.--War therefore will be the consequence.
