ILLEGAL SALE OF POSTAGE STAMPS.

Chicago offers a desirable market for the sale of postage stamps by country postmasters who wish to increase their salaries by dishonest traffic in that class of government securities. A postmaster in Indiana received the following letter from George Earnest, who gave his place of business at 353 State street, Chicago, and forwarded it to the postmaster-general: "Dear Sir: I have facilities for disposing of large quantities of postage stamps, and would like to arrange to take all you can send, provided you will allow me a liberal discount. If you desire to enter into such an arrangement, write me and I will mail you the necessary instructions. There is no law to prohibit you from disposing of stamps in this manner. Hoping to hear from you, I remain, etc."—Washington Special to the Inter-Ocean.
