EIGHTIETH DAY
FRIDAY, Feb. 23.
House of Delegates.
House met at 12 o'clock.
Speaker Hanger in the chair.
BILLS REPORTED.
The following bills were placed on the calendar, having been reported from committees:
To amend the charter of the city of Lynchburg; to amend the charter of the town of West Point; providing a charter for the city of Staunton; to regulate and define the jurisdiction of county and circuit courts, &c. (with an adverse recommendation); to amend the code in relation to tolls on turnpikes out of repair; to incorporate the Washington, Cincinnati and St. Louis railroad (with amendments); to incorporate the North River railroad company.
Also the following House bills: To amend and re-enact the 2d section of the act for the reassessment of lands; to extend the time for the collection of taxes in Cobham township, Surry county (with an adverse recommendation); to incorporate the New River Iron and Coal company; making a special appropriation for the institution for the deaf, dumb and blind; to define the boundaries between Albemarle and Fluvanna counties; to provide for re-districting Russell county into townships; to authorize the corporate authorities of Winchester to borrow money to enlarge the water-works, &c.
The following were placed on the calendar under a suspension of the rules:
House bill to authorize the formation of the New River Railroad Mining and Manufacturing company (with Senate amendments); and Senate bill amending the charter of the Norfolk and Great Western railroad company.
LEAVE OF ABSENCE
was granted the following members: Mr. R. B. Lightner, for three days; Mr. Lipscomb, for four days; Messrs. J. Thompson Brown, Parks, Sutherlin and Watson for two days each.
COMMITTEE ON CONFERENCE
A Committee of Conference was ordered on the disagreement between the Senate and the House on the bill in relation to fishing in the Rappahannock river. The Speaker appointed the following committee, on the part of the House: Messrs. Kelly, Gresham, Donald, Wall and Douglas.
OYSTER TAX AND ASSESSMENT BILL.
House bill imposing a tax on oysters was further amended and discussed, after which the assessment bill was taken up and considered until adjournment.

BILLS PRESENTED.
A bill to raise additional taxes for the support of government, &c.
A bill to enable the Lynchburg Agricultural and Mechanical Society to preserve order, and to protect its property, and to enforce its rules and regulations during its fairs.
A bill to amend and re-enact the second section of an act to regulate the taking of fish for the purpose of manufacturing oil or manure, approved March 23, 1871.
A bill to amend and re-enact the 9th section of the act to incorporate the Richmond and Henrico railroad, turnpike and graded road company.
BILLS REPORTED.
House bills to incorporate St. Patrick's Beneficial Society, of Lynchburg, Virginia; to incorporate the Old Dominion Construction company; to incorporate Valley Lodge, No. 40, Independent Order of Odd-Fellows.
LOST.
Senate bill for the allowance to R. B. Berkeley, contestant of the seat of Senator Albert P. Lathrop, being the unfinished business of the 19th inst., was taken up, and the pending question being on a motion to reconsider the vote by which the Senate refused to order the bill to its engrossment and third reading, the main question being put was lost—ayes, 6; noes, 24.
TABLED.
Senate bill to amend and re-enact section 4 of an act imposing a tax on oysters, in relation to the appointment of inspectors, read the third time and tabled.
The report from the Committee on General Laws in reference to the inspection of leaf tobacco, being the order of the day, was taken up and, on motion, postponed.
COMMUNICATIONS.
The President laid before the Senate a communication from the foreign bondholders, which was laid on the table.
A petition of citizens of Clarke county, praying relief for the sheriff of said county.
UNFINISHED BUSINESS.
House bill to amend and re-enact section 2 of the act of March 30, 1871, to provide for the payment and funding of the public debt was taken up. Mr. Cochran offered the following as a substitute for the remnant of the House bill:
Be it enacted by the General Assembly, That hereafter it shall not be lawful for the officers charged with the collection of taxes or other demands of the State, due now or hereafter to become due, to receive in payment thereof anything else than gold or silver coin, United States Treasury notes or notes of the National banks of the United States.
2d All acts or parts of acts inconsistent with this act, are hereby repealed.
3d. This act shall be in force from its passage.
Mr. Anderson, of Pittsylvania, offered a substitute for Mr. Cochran's substitute, the original House bill, with the last clause stricken out, which, after much discussion, was withdrawn.
Several substitutes were offered, discussed, and rejected.
The previous question, being the ordering of Mr. Cochran's substitute to a third reading, being called, resulted in the affirmative—ayes, 25; noes, 15.
The question on the passage of the bill, being put, was determined—ayes, 25; noes, 15.
LEAVE OF ABSENCE.
Leave of absence was granted to Senator Fitzpatrick for three days, and to Senator Penn for one day.
The bill relating to inspection of leaf tobacco, having been postponed indefinitely, was again taken up.
