New York, November 2.-A special to the Herald, dated October 30, says Garibaldi's camp is at Camp Yuibeliers, five miles distant from Rome, and that he has under his command three thousand soldiers, who are well armed and have plenty of provisions. The General has no artillery except two brass guns, taken from the Papal forces during the fight at Monterondo. They have no tents, and there is little discipline maintained, and the rear is unguarded. Garibaldi's headquarters are in full view of Rome, and there are no papal troops between us and the city. The soldiers of the Pope, who have been gradually and steadily falling back for some days, have retired within the line of fortifications of the city. Before the retirement from the field, they burned all the bridges over the river. The Roman peasants residing in the neighborhood of the contending forces take no interest in the progress of affairs; they are engaged at the plow and tending their flocks on the plains the same as usual. Garibaldi's men do not interfere with them. Eight men of Garibaldi's army are to be executed to-morrow, by sentence of court martial, having been convicted of thieving at Monterondo. The men of the force are very enthusiastic in their hopes as to the result of the movement on Rome; but the weather is very cold during nights and this lessens their patriotism and endurance not a little. Recruits come in at the average of six hundred daily. Arms and provisions are had in large quantities from the province of Peoni. There has been no actual engagement since the fights at Viterbo and Monterondo. The priests fought bravely at Monterondo. After the battle Garibaldi's officers begged him to shoot at once all the prisoners taken in the action, but he refused promptly, and with determination.
