Refuses to Vote Upon Belligerent Rights During Conflict
LONDON, Oct. 29. (UP)—
Russia isolated herself further from the 26 other non-interventionist powers today by announcing that the Soviet would refuse to vote on the question of belligerent rights in the Spanish war.
Ivan Maisky, Soviet ambassador, told the delegations to the non-intervention committee that his government would not vote on the paragraph referring to belligerent rights in the draft resolution.
He announced that the Soviets cannot accept in entirety either the British plan or the French proposals, based on the former.
The Soviet government, he said, reserves the right to put forward its own proposals calculated to strengthen control during the forthcoming discussions on this subject.
"As regards belligerent rights referred to in paragraph 2, there is implied in the preamble of the draft resolution a new point which my government, from the very moment this matter was raised in committee, contended this subject has nothing to do with and is foreign to the problem of non-intervention."
"Therefore in accordance with instructions of my government, I will abstain from voting on the preamble and paragraph two of the draft under discussion," Maisky said.
