Extract of a letter from Falmouth, dated Feb. 18, 1767

"We have now nothing doing in the way of entering and clearing out of goods from Portugal, &c. for your parts, as I presume you are furnished with them (say wines) by a shorter method. I am informed, by pretty good intelligence, that it was very lately upon the carpet above to send out Commissioners of the Customs to North America, charged with the same powers and authority over all the North American colonies as the Commissioners at home are, which was in a manner agreed on; but whether the arrangement may take place is quite uncertain, as the Ministry is so unsettled and fluctuating that what one set of Ministers adopt as systems proper to be pursued, the next overturn and destroy entirely, and fix on another, either such as they deem more beneficial to the whole, or else such as are more agreeable to their own humour."
