Courbet Impatient.

The Gaulois states that Admiral Courbet insists upon an instant declaration of war by France against China. The admiral declares it impossible for him to carry on effective operations against the enemy while ships of other nations are permitted to carry out munitions of war to the Chinese under the eyes of the French squadron. Besides reinforcements of men. Admiral Courbet states he is awaiting the arrival of war munitions, his fleet being deficient in shot and shell for big guns. The munitions sent him from the artillery park of Saigon will still leave him insufficiently supplied. The London Times Foo Chow dispatch says Chinese officials there have been notified of a declaration of war against France, Shanghai has been declared a neutral port. Entrances to Woo Sung will be blocked excepting that the channel will be kept open for neutral powers,
