BUT LITTLE PROGRESS.

The Senate Still in the Doldrums on the Force Bill.

WASHINGTON, D. C., Jan. 19.-[Special]-The Senate makes slow progress with the force bill. Senator Gorman made a strong point to-day which will breed trouble for the Republicans. It is that debate is permissible on motions to appeal from rulings of the chair, even though the ruling is on a non-debatable question or motion.

Senator George resumed debate on the election bill and criticised the gerrymanders which allowed the Democratic states of Connecticut and New York to be almost continually represented in the United States Senate by Republicans. After speaking for five hours he yielded for an executive session after which the Senate adjourned.
