UNION Feeling in Florida.—A letter from Jacksonville, Florida, says, "Secession, so rampant when we arrived here in December, is clearly in its descending node. The custom house has begun to collect duties for the State of Florida, otherwise there appears on the surface no evidence of State Government. The President's inaugural made a little excitement, but even that seems to have died away. Union men are as thick as hops here in Jacksonville, though this is the hot-bed of secession in East Florida."
