What the People are Saying.

The people who read the daily Express have seen Mayor Hicks' confusion. He confesses to overdrawing the annual budget to the extent of one hundred thousand dollars. That's bad enough. But he puts up as an excuse sundry street, and park improvements. The truth is that much of this so-called improvement has already gone to the bad.
How about every department of the city which has been overdrawn? The police, the fire, the hospital, the everything.
How about the multiplicity of employments, sinecures, assistants to assistants and so forth?
You have spent according to your published confession one hundred thousand dollars more than appropriated, in short you have, without authority, spent money you do not have, only you borrowed it without authority.
You have confessed yourself to be a political prodigal.
It would be inexcusable to criticize the city administration without offering a remedy for the evil pointed out. The people are unanimous in favor of retiring Mayor Hicks and his council at the first opportunity. This seems to be the simplest remedy.
There is a chance for Mayor Hicks if he would grasp it—cut his expenses one half. Cut off his army of supernumeraries, bring his government down to a corn bread and bacon diet.
Of course this is impossible for Hicks, then what is left: Only one honorable course. Resign. Your administration is a failure, surrender your positions back to the people.
