Foreign-Born Citizens.-The following paragraph is from the Dubuque (Iowa) Herald, the editor of which is a Democrat. He speaks the truth, says the Davenport Gazette. The clap-trap of the Locofoco leaders has ceased to exert its influence upon intelligent foreigners; which, added to the knowledge they are acquiring of the relative merits of the two parties, and the ultra course the Locofocos have taken upon the intervention question, is bringing them out in favor of Whig principles by hundreds and thousands:

"Politics in St. Louis are getting mixed up so, that the most reliable Democrats, the wheel-horses of the party, in a word, the foreign-born citizens, are going over to the Whigs in a body. This is a very unlooked-for and startling fact, and must have had its origin in some unpalatable action of the party to which they have been heretofore attached."
