Solons Untangle Tie Vote Mixup
WASHINGTON.
March 24.
(UP) - Resorting to an unusual parliamentary maneuver, the senate today struck from the $3,446,000,000 naval appropriation bill a prohibition against proposed navy purchases of Argentine beef.
The senate corrected its amendment lifting the restriction had been adopted last Thursday by a vote of 33 to 32, instead of defeated on a tie vote of 32 to 32.
Sen. Richard B. Russell, D., Ga., explained that he had voted, and that the senate clerk failed to record his vote in favor of the amendment.
Vice President Henry A. Wallace, Spanish-speaking, traveling New Deal ambassador of the good neighbor policy, was in the chair today as the senate wiped out the legal evidence that he had missed a rare constitutional opportunity to vote in case of ties.
Sen. Alva B. Adams, D., Colo., one of Wallace's luncheon guests who was supposed to let the vice president know last Thursday if the vote on the Argentine beef amendment was close, told the senate today that he was "happy to see the senate verify the statement I made to the vice president."
Voting against the amendment, Adams had returned to Wallace's luncheon, believing that the administration had succeeded in lifting the restriction. He told Wallace then that the "cause of justice has been defeated." Today, he said his remarks were designed "especially to reach the attention of the vice president."
