The House of Representatives will not Order Investigation of his Rascallties,
We extract the following from proceedings in House of Representatives.
THE BUTLER-BROOKS CONTROVERSY
Mr. Brooks stated his reasons for his objection to the resolutions offered by Mr. Dawes. He desired that another allegation by Mr. Butler, which involved a question of veracity between himself and that gentleman should be investigated, viz; that in relation to the New York Express.
He read a letter from S. F. Clarke denying the truth of Mr Butler's statement, and said that if the matter of $60,000 in gold was to be investigated, it was necessary to follow it with an investigation of the whole New Orleans Military Department.
Mr. Dawes said he offered the resolution at the request of his colleague, Mr. Butler, on whose character for integrity the remarks of the gentleman from New York reflected, and not that he believed there was sufficient ground in the charge for investigation.
Mr. Eldridge desired to make some suggestions before the House should determine to act upon the resolution, but Mr. Benjamin objected.
Mr. Brooks asked unanimous consent to offer a resolution which he considered necessary for a proper investigation.
Mr. Dawes said if the House should rule to consider he would have the control of it.
The House agreed to consider Mr Dawes' resolution, whereupon he allowed Mr. Brooks to offer his proposition, which directs the Committee to bring before them the report of the special Commissioners, Major-general W. F. Smith and James T. Brady, appointed by President Lincoln and Secretary Stanton to investigate the military, administrations of New Orleans during the war and especially that of General Butler, and his connection in the trade of Lakes Borgne and Ponchartrain with his brother A. J. Butler.
Mr. Dawes thought it altogether unnecessary to instruct the committee.
The House seconded the previous question, and ordered the main question.
Mr. Brooks asked of the Chair whether, if the resolutions should be adopted relative to the misappropriation of gold, it would be competent to inquire into the misappropriation of spoons and other plate, provided that the material be silver.
The Speaker replied that the inquiry was not Parliamentary.
Mr. Dawes' resolution was agreed to.
ANOTHER QUESTION OF PRIVILEGE.
Mr. Cary rose to a question of privilege, and offered the following:
WHEREAS, The House, in the tenth article of impeachment, have charged Andrew Johnson with high misdemeanor in office, in making intemperate, violent and scandalous harangues, indecent and unbecoming to himself, therefore.
Resolved, That in view of the exhibition here on Friday, Saturday and Monday, the Select Committee be instructed as to the propriety of the managers withdrawing the tenth article from the high court.
The Speaker ruled it was not a question of privilege in its present form, but would be if the gentleman had moved that the Managers withdraw any article of impeachment.
Mr. Cary qualified his resolution so as to request the Managers to withdraw the tenth article.
Mr. Scofield moved to adjourn, which was carried.
