Tuesday, June 23,

Mr. Huntington from the committee appointed to draught and bring in a bill for securing to authors and inventors the exclusive right of publishing and vending their respective writings and inventions, reported one for that purpose, which was read and laid on the table.

The engrossed bill for establishing a department of foreign affairs, was read a third time, and when the question of passing it was about to be put, Mr. White moved that the bill be recommitted.

This motion was made in order for a reconsideration; it was contended that by the decision of the House upon it on Monday the principles of the bill were materially altered, and that it was important that such a subject should undergo the most thorough canvass.

The question on this motion being put, was lost.

Mr. Sumner then moved that the bill lie on the table till this day, which was carried.

The house then took up the amendment of the Senate to the impost bill, which has been non-concurred by this House, and on which the Senate still insists.

The first amendment repealing the enacting title, after some debate, was concurred in, with further amendment, that instead of 'Be it enacted by the Senate and Representatives,' it should run, 'Be it enacted by the Senate and House of Representatives.'

The next amendment desired by the Senate was to strike out the clause creating a distinction between our commercial allies and others, reducing the duties on ardent spirits. This brought on a considerable debate which as it was chiefly a repetition of the arguments advanced when the bill was before the house, in a former state, we think it not necessary to detail.

The question for concurrence being put was negatived by a majority of two.

The house adjourned.

WEDNESDAY, June 24.

The house met pursuant to adjournment.

The engrossed bill which was yesterday ordered to lie on the table was taken up and read a third time.

On the question, shall the bill pass, the ayes and naves were required by one fifth of the members, and were as follows, ayes 29. Nays 152.

The house then took into consideration the amendments insisted on by the Senate to the bill for laying an impost on certain goods, wares and merchandise, and after refusing to concur therewith a committee of conference was appointed on the part of the house, consisting of Messrs. Boudinot, Fitzsimons and Madison.

The house went into a committee on the bill for establishing the war department; after agreeing to some amendments, they rose and reported it as amended, but the house not being ready to go through the report, they voted to tomorrow.
