Foreign Advices.
By the Ship William Penn, Capt. Sutton, From London, and by the Ship Birmingham-Packet, Capt. Simmons, from Bristol, arrived at Philadelphia, we have the following fresh and important advices, viz.
VIENNA, July 18.
It is reported that a manifesto has been proposed to all the foreign powers, not against the constitution which France has adopted, but against the insults committed against the majesty of the throne. The manner in which it is mentioned is so positive, that we are induced to believe it is on the point of being published.
