JAMES MUNROE.

It is impossible for us to do adequate justice to the elevated feelings and splendid honors, which have been called forth by James Munroe's arrival in this city.

It was understood, in the course of Thursday, that this distinguished citizen would probably arrive in Richmond on that evening. One sentiment only appeared on this occasion, and that sentiment was, to pay the most distinguished honors to this virtuous and incorruptible Republican.

The light horse and military companies were solicitous to escort him into the city; and lest he should arrive without their knowledge, an express was dispatched on the Williamsburg road; to meet him and to request some information of his approach. -- Luckily, the express met him and his family on Thursday evening, travelling in the stage to this city: Mr. Munroe, though extremely solicitous to come on as fast as possible, politely consented to gratify the ardent anxiety of his fellow-citizens, and to remain that night, at a tavern about 15 miles from this city.

Very early yesterday morning, a carriage was sent to conduct our illustrious countryman and his family into town. About 10 o'clock the Troop of Horse under the command of capt. Sheppard, and the light infantry companies of the city went forth to meet and escort him into town.

About half after one o'clock, his approach was announced by the discharge of Artillery stationed on the Capitol hill. About 2 o'clock, Mr. Munroe appeared at the foot of the Hill, at the head of the line, and surrounded by the field officers. The same openness of countenance, the same simplicity of manners, distinguished this favorite of the people. Mr. Munroe politely and civilly returned the salutations of the immense crowd, who surrounded and attended him.

The Legislature had adjourned at a very early hour, most evidently with a view of gratifying the honest curiosity of the members.

The military with Mr. Munroe at their head ascended the hill, marched round the Capitol, and formed the line on the Capitol square. The capitol and hill were lined with anxious spectators. After a short time the Procession returned down the Capitol hill through the main street to the Bell-Tavern, where Mr. Munroe's family had taken up their lodgings: When they arrived before the Bell, the fine Band of music attached to Capt. Richardson's company, struck up the beautiful air, of "the soldier's return," when Mr. Munroe retired.

At half after 4, an immense company assembled at the Bell, to celebrate this "distinguished citizen's return to his native country." The company consisted of about 120 members of the Virginia Legislature, the governor and all the members of the Executive Council, and a large concourse of the inhabitants of this city and its vicinity. Between 2 and 3 hundred attended this interesting festival. There was a greater number of guests than could be accommodated in the large Ball-room and adjoining passage.

The Governor presided. After a very plentiful and elegant entertainment, the following toasts were drank amidst the enthusiastic plaudits of the company.

1. The United States of America -- free, sovereign, and independent, disdaining submission to the unjust pretensions of any nation on earth. 3 cheers.

2. The People. The only true source of all political power, and the only safe defenders of themselves. 3 cheers.

3. The President of the United States. 9 cheers.

4. The Militia of the U. States -- prepared with patriotic ardour and invincible valour to oppose and repell every invading foe. 3 cheers.

5. The Navy of the U. States. May honorable reparation be made or speedy vengeance be taken for it's violated flag. 3 cheers.

6. American manufactures, the true support of genuine American independence. 3 Cheers.

7. The freedom of the seas -- from a ship of the line to a cockle-shell: -- 3 Cheers.

8. The British ministry. May they know their own interests, before it be too late. 6 Cheers.

9. May those who will not permit the friends of peace to enjoy its blessings, receive their just punishment from the evils of war. 3 Cheers.

10. Louisiana -- The fruitful mine of wealth and the future nursery of Freemen - Thanks to the Negotiators who have secured it to our country! 9 Cheers

11. The patriot's reward -- The Cordial affection of his friends, and just applause of his country. 9 Cheers.

12. National Gratitude -- How far more genial to the virtuous heart, than all the diadems that ambition dreams of! -- 3 Cheers.

13. Honorable Peace or glorious War. 9 Cheers.

14. The memory of Gen. Washington -- Let tyrants tremble, while the Sons of Liberty kindle at his glorious example. 9 Cheers.

15. Bunker's Hill -- May the spirit of our Forefathers be upon us. 9 Cheers.

16. The upright negociator, unskilful in the arts of intrigue, but true to his country's interest. 3 cheers.

17. The pure Republican, ever faithful to his principles, and inflexible from the path of rectitude. 8 cheers.

By Col. James Munroe - May the free and virtuous citizens of America, never repose their confidence in undeserving men.

These were high honours paid to Mr. Munroe, but we confidently hope that we may say of him, as Junius has said of Lord Chatham. "Recorded honours shall gather round his monument and thicken over him. It is a solid fabrick, and will support the laurels that adorn it. These praises are extorted from us; but they will wear well, for they have been dearly earned."
