Neutrals engaged in privateering!
By a letter from Mr. Munroe, Secretary of state it appears that the scandalous business of privateering is carried on from some of the ports of this country in violation of the neutral character of the U. S. The consequence of such conduct will be, unless a stop is put to it, to involve us in war with Spain. With this view a bill has been introduced in Congress to prevent the prosecution of this business in future. It is to be hoped the bill will become a law notwithstanding the opposition that is made to it. War in disguise of all things is most disgraceful to national character.
