RESTORATION OF TRANQUILLITY IN FRANCE.

PARIS, Augt 2.

The States-General are busily engaged in arranging the Constitution--providing for the exigencies of the state--and establishing the credit of the nation --Glorious tasks!

M. NECKAR.

The day before M. Neckar's arrival, M. Montmorin received the following letter from him to the States-General.

"GENTLEMEN,

"Sensibly affected by long application, and considering that it is almost time for me to think of retiring from the world and from business, I had resolved to cherish only my ardent wishes for the fate of France, and the happiness of a nation to which I am attached by so many ties, when I received the letter with which you honored me. It is totally out of my power, it is infinitely above my feeble talents, to reply in becoming terms to this mark of your esteem and affection, so truly honorable. But I ought, at least, Gentlemen, to come in person and offer the tribute of my respectful acknowledgment. To devote myself is not necessary to you; but it is essential to my happiness to prove to the King, and to the French nation, that nothing shall relax the zeal which has been for so long a time the interest of my life. I am, with respect, Gentlemen,

yours, &c.

The People know how to reward merit.--M. Neckar arrived here on Wednesday last, and on Thursday he made his official appearance in the National Assembly. Words cannot do justice to the general emotion. A sentiment of rapture possessed the whole Assembly, and he alone was unable to give utterance to the passion by which he was agitated. At length, however, he addressed himself to the three Orders, and, in a speech of great fervour, devoted himself to their grand and sublime views; bore testimony to the rectitude and propriety of their conduct; avowed his determination to participate in their labours--and to assist in accomplishing the GLORIOUS END. He spoke with compassion of the sacrifices that had been made, but lamented that the misconduct of individuals had tended so greatly to exasperate a high-minded people. This speech was received with loud and reiterated acclamations.

M. Neckar went to the Hotel de Ville. He was conducted thither by a considerable deputation of the members; and long before he reached the city, was met by an immense concourse of people, who insisted on taking the horses from his carriage, and in that manner conducted him into the Hotel. Here he addressed the citizens in a most pathetick speech--congratulated them on the return of order--and that the persons who had so long deceived the King were fled from his presence, and he permitted to shew to his subjects his love and favour. He returned amidst the shouts of thousands-which affected him much.

The Nobles were entirely defeated- and order is restored.

LONDON, August 10.

The last messenger from Paris, who arrived at the Duke of Leeds's Office, Whitehall, travelled without the least interruption; so that order is beginning to return in other parts of France, as well as the Capital.

Since M. Neckar's return, the French stocks have risen four per cent.

July 14.-A report prevails in Paris, and is very generally believed, that the King of Spain has offered the French King as many thousand men, and as much money as he shall find necessary, to support his dignity and rights against the attempts of any set of men. Should the King continue to persist in his present intentions, he will certainly have the occasion for the assistance of some foreign power.
