To an attentive observer, and nice examiner of the political works, it is curious to trace the sources of parties, mark their formation, and the wild projects which restless ambition frames to effect its purposes.
What strange inconsistencies does ambition reconcile! This unnatural mixture and cement, however, never fails to crumble to pieces upon the first commotion, and disappoint the fabricators of it, involving both them and their projects in confusion.
A wise Administration will never trifle at faction, and a virtuous Administration will never fail to overcome it.
