PETROGRAD, March 17. - The entire authority of the Russian government rests with twelve members of the duma, the executive committee and cabinet being headed by Prince Lvov. It is believed that until the convocation of the constitutional assembly power will slowly pass into the hands of the new cabinet, which will then present the anomaly of a new government without a supreme head.
The abdication of Grand Duke Michael averted the threatened split between the duma committee and a committee of working men, soldiers and deputies, the latter committee insisting on a republic of the people. It is generally believed the empress is intriguing with Germany and the reception of a new manifesto at army headquarters is awaited with the greatest anxiety. Unless approved by the 6,000,000 men at the front the new regime cannot endure.
