Lobby Probers Hit Misuse of 'Frank'

WASHINGTON—Let the lobbyists keep on lobbying—but bring them out into the open.

That was the gist of the Interim Report of the House Select Committee on Lobbying Activities, headed by Rep. Frank Buchanan (D-Pa). The report blasted members of Congress who permit indiscriminate use of their postage "franks" by lobby groups.

Also roasted: the Committee for Constitutional Government whose head refused to identify his rich corporate backers, the American Medical Association and the National Association of Real Estate Boards.
