The Extra Session.—The Extra Session should be a short one. Three or four days ought to be sufficient to accomplish the work in hand. All that is necessary to be done is quietly to perform the work of raising Michigan's quota of men and money to put down rebellion. This may be and should be made a short job. We think at least one million of dollars should be raised for this purpose by loan, effected in the usual way. With this sum, ten Regiments ought to be equipped, allowing each Regiment to cost the State $100,000, which would be a little over $128 to each man. This, in addition to the two Regiments already placed upon a war footing, would probably be all that would be required of Michigan in any event. This ratio would give the following number of troops from the States that have responded to the call of the President, exclusive of Maryland. Some of them have already gone beyond their quota. That will probably do for the present, and if 100,000 more men are wanted to put down the traitors, they can be had in these States, and the means can be raised by private subscription to equip them, if necessary.
