Current rumor indicates that there will be stirring news from the Rio Grande before very long. It is no secret that large quantities of arms and ammunition have been purchased in New Orleans within the last three weeks, consigned to San Antonio and Matamoras, and that these have been supplemented by similar purchases from New York. A good many experienced military men who know how to use these arms have also been going to the Rio Grande via New Orleans 'for the benefit of their health,' all of which points to a confirmation of reports that a formidable and well organized movement is on foot to upset Pres. Diaz and restore Lerdo de Tejada to power. These proceedings have been kept very quiet, it may be added, but some things were done so openly that a blind man could see what was going on.
