State of Anarchy Prevails.

London, Aug. 25.—The Labuan correspondent of the Reuter Telegram company cables that reliable news received there direct from Manila says that an indescribable state of anarchy prevails. The Americans, according to these advices, occupy a radius of fifteen miles around Manila; around the town of Iloilo they occupy a radius of nine miles and around Cebu they occupy a small radius. The rest of the country, it is added, is in the hands of the Filipinos. The correspondent also says it is reported the Filipinos have murdered the crew of the steamer Saturnus.
