The House being in committee of the whole Mr. Sutherland in the chair, Mr. Williams of Kentucky having been called to order by the chair, and requested to take his seat, refused to do so, retorting upon the chair the call of order and telling him to take his seat, persisting himself in his standing position. Mr. Sutherland in consequence abdicated the Chair, which was resumed by the Speaker, of the House.
After a long effort and various expedients to adjust the matter, Mr. Williams declining to make a satisfactory apology, the House passed a resolution of censure upon him without a division.
The purport of the vote of censure was, That Mr. W. having refused to take his seat, when ordered to do so & having contumaciously ordered the chairman to take his seat, he therefore defied the power of the chair, and of the House, for which he was justly liable to the censure of the House, The House then adjourned to eight o'clock, on Monday Morning, leaving 150 or 200 Bills to be acted on.
On Monday just as both houses were about to adjourn this unpleasant business was called up again, at least, so far as to permit Mr. Williams to make an apology to the House, for his improprieties on Sunday morning.
Within the last two days several important bills, whose fate was considered to be doubtful, have passed, among the enactments of which are the following measures :
The great Cherokee Treaty Appropriation;
The Delaware Breakwater;
The Port and Harbor Improvements;
The New Patent Law;
The erection of a new Patent Office ;
The erection of a Treasury building ;
The continuation of the Cumberland Road;
Reorganization of the Land Office :
Supplementary public deposit bill: with divers others of less consequence.
Among the measures which have not ripened into laws are the following : the increase of the army; the reorganization of the Navy : the extension of the Judicial System for the benefit of the West; with a host of other bills.
It is barely possible that a quorum of both Houses may be rallied this morning. and, by suspending the joint rules, pass a few more bills.
