LONDON, July 23.—All England is amused by the news that Eugene Zimmerman, the Cincinnati millionaire railroad magnate, has formed a business partnership with his son-in-law, the Duke of Manchester, and that the hardheaded American financier is to install the young nobleman at the head of a new railroad between Newry and Tynemouth.

The spectacle of the Duke of Manchester toiling as a railroad president will be a novel sight to his old companions.

After Zimmerman became assured that his daughter and the duke were in love he is said to have determined that he could make his son-in-law a useful man.

For two years he had been quietly searching about for the proper place in which to make a joint business venture with the duke. He inspected the route of the proposed railway and it is said that he has finally settled upon that and the duke is enthusiastic over the enterprise.
