Citizens' Committee Failed to Bring About Agreement.
A PROPOSITION SUBMITTED
Ex-Governor Stone Said the Plan Submitted Was Not in Such Shape That the Railway Union Could Accept It
St. Louis, June 2.—The citizens' committee which has labored so zealously to bring about an amicable adjustment of the street railway strike, failed to consummate its object today.
Early in the day the citizens' committee submitted a proposition for a settlement of the strike to President Whitaker of the Transit company and to ex-Governor William J. Stone, attorney for the railway men's union, providing that the railway company restore to its employment not less than 1,000 of its former employes immediately and not less than 500 in addition to them within twenty days. This proposition met with the approbation of Mr. Whitaker and he approved it. Governor Stone called the members of the strikers' grievance committee together and they went into secret session to consider the proposition. After the adjournment none of the members of the grievance committee would talk. Mr. Stone stated that the committee had made no progress. He said:
"I may say that the proposition as submitted cannot be accepted by the union. I do not care to specify the points that prevent acceptance, but speaking generally the proposition will have to be changed before we can accept it.
"I desire to say that the citizens' committee did not succeed in securing from the company the concessions that they led us to believe they would secure."
Members of the First Missouri regiment, national guard, have received orders to report at the armory at 9 o'clock tomorrow morning. At night Company B was on guard. The nature of the duties they will perform is not known.
