WASHINGTON, D. C. - Integration speedily.
the AFL-CIO and the President's Committee on Equal Employment Opportunity are developing "Union Programs for Fair Practices" to insure equal opportunity.
Secretary of Labor Arthur J. Goldberg, Committee vice chairman, announced following a meeting of the President's Committee, that Vice President Lyndon B. Johnson, Committee chairman, had written each international union asking their cooperation in developing the nondiscrimination programs.
Earlier George Meany, AFL-CIO president, wrote the union presidents asking their support for the program.
Present plans call for signing of joint statements by union presidents and the Committee in White House ceremonies in October, according to Mr. Goldberg. He listed the following points which would be included in the joint statements.
1. To accept all eligible applicants for membership without regard to race, creed, color, or national origin.
2. To insure for all workers the full benefits of union organization without discrimination.
3. An undertaking not to charter any local unions which are segregated on the basis of race, creed, color, or national origin. Where any participation has existed in the past to end such segregation.
4. To accept transfers from one local union to another without discrimination.
5. To solicit and seek agreement from management to write into joint apprenticeship training programs nondiscrimination clauses and to see to it that the clause is administered in a nondiscriminatory way.
6. To attempt to procure collective bargaining agreements with employers nondiscrimination clauses covering hire, tenure, terms, and conditions of employment work assignment and advancement.
7. As far as unions are concerned, to seek management agreements that facilities provided for the employees will not exclude or segregate on the basis of race, creed, color, or national origin.
8. To see to it that seniority lists, training programs, recall and layoff provisions are maintained and operated without discrimination. Appropriate procedures are set up to implement these provisions.
