Franking Privilege. A table is published, showing the number of public documents franked by each member of the Senate during the present session. Douglas is the highest on the list. He has sent forth 196,000 copies of speeches and public records. Mr. Bright has despatched 100,950 copies. Seward, 68,750. The number sent by other Senators, range from 100 to 30,000. The whole number sent into the free States, is 681,780; while only 130,000 have gone to the slave States. The Lecompton men have sent 310,000, and the anti-Lecomptonites have distributed 530,000 copies.
