Internal Revenue Abuses.

WASHINGTON, April 5.—Representative Henderson, of North Carolina, to-day introduced a bill to ameliorate some of the worst features of the internal revenue system. The bill provides that criminal intent must be set out in the indictment in cases of alleged violations of internal revenue laws and must be proved as an independent fact. Cases arising under internal revenue laws shall be prosecuted only by indictment, and warrants shall be issued only upon the oath of a reputable person that the facts are within his own knowledge.
